The National Open University of Nigeria (NOUN), through its Directorate of Procurement, has recently completed its Financial Bidding exercise, a crucial step in awarding contracts to firms that successfully navigated the prior Technical Evaluation phase.
The event, designed to ensure transparency and competitiveness, took place on Thursday, August 14, 2025, within the Senate Building Conference Hall at the university's headquarters in Jabi, Abuja.
Representing Vice-Chancellor Prof. Olufemi Peters, Deputy Vice-Chancellor (Administration), Prof. Issac Butswat, emphasized the strong relationship between NOUN and TETFund. He highlighted that the bidding exercise was a demonstration of the university's commitment to a transparent and equitable contract awarding process.
“In awarding contracts, competitiveness is key to ensuring the best outcomes. We urge your cooperation, sincerity, and candid opinions for the betterment of the university,” stated Prof. Butswat.
Mr. Danazumi Mbaser, representing TETFund, stressed the importance of quality in project execution. He cautioned potential contractors, “Winners must commit to using high-quality building materials. This is not an opportunity for personal enrichment, but a responsibility to deliver value.”
Mbaser further added, “These are public funds, and we expect judicious use and timely project delivery. Our final supervision will assess the impact of your work on the institution.” He later described the bidding process as entirely satisfactory.
Ms. Dinah Abbas, Director of the Directorate of Procurement, underscored the significance of the financial bidding exercise, particularly in relation to the proposed renovation of the Owerri Study Centre. She reminded attendees that the technical evaluation had been completed on July 31, 2025.
“Today, we gather to assess the financial bids from those who passed the technical evaluation. The bid box will be opened, evaluated, and subsequently submitted to the tender board for final approval and contract award. We anticipate a fair and transparent financial evaluation process,” Abbas explained.
Mr. Oladipo Ajayi (Registrar), Mrs. Doris Nzenwa (Head of ACTU), and Mrs. Foluke Adeniran (Nodal Officer of SERVICOM) were present as observers and witnesses to ensure the integrity of the financial bidding opening process.
