NOUN Opens Bids for 2025 TETFund Zonal Intervention Project

Abuja, Nigeria – The Directorate of Procurement at the National Open University of Nigeria (NOUN) conducted its technical bid opening exercise on Thursday, July 31, 2025, for the 2025 Tertiary Education Trust Fund (TETFund) zonal intervention. The project focuses on the renovation of several buildings within the NOUN Study Centre located in Owerri, Imo State.



The official ceremony took place at the Senate Building Conference Hall, situated in Jabi, Abuja.



Prof. Chiedu Mafiana, Deputy Vice-Chancellor, Academic, initiated the bid opening process. He emphasized the exercise’s purpose: to transparently observe the unveiling of the submitted bids.



Acknowledging the presence of the TETFund representative, Prof. Mafiana stated, "You are here to witness the proceedings and the allocation of finances dedicated to this crucial project."



Ms. Dinah Abbas, Director of the Directorate of Procurement, further elaborated on the objectives of the bid opening. "Our primary goal is to identify and confirm all participating bidders – the companies and individuals who have formally submitted their proposals."



She explained that the exercise aims to reveal and verify that each received bid fulfills the requirements as outlined in the earlier advertisement. "We aim to conduct the bid process in an open, fair, and completely transparent manner," she added.



“The bid box is examined for lock integrity before opening. Subsequently, our dedicated evaluation team will meticulously assess each technical bid based on predefined criteria," Ms. Abbas noted.



Bidders who successfully meet the technical requirements and evaluation standards will be invited to participate in the subsequent financial assessment phase.



"The ultimately successful bidders will be recommended and presented to the university administration for final approval and contract award," she confirmed.



Mrs. Foluke Adeniran, Head of SERVICOM, and a representative from the NOUN Anti-Corruption and Transparency Unit (ACTU) were present as witnesses to the bid opening exercise.
